What ADRES is
The Administradora de los Recursos del Sistema General de Seguridad Social en Salud (ADRES) is a public agency attached to Colombia's Ministry of Health and Social Protection, organized like a state-owned commercial enterprise.
It collects the health system's funds and pays them out to insurers (EPS), clinics, hospitals and suppliers, including capitation (UPC), maximum budgets, sick leave and parental leave. It also runs the national enrollment database (BDUA).
Clinics check each patient's EPS and regime in the BDUA, receive direct payments from ADRES and review those payments in its "Lupa al Giro" tool.
It was created by Article 66 of Law 1753 of 2015 to manage, among other funds, the resources of the Solidarity and Guarantee Fund (Fosyga).
